This is a cheap little expansion pack for the game that adds an interesting twist if you play the game with people who like to try and steal your cities and roads (by building from another direction and connecting to you).
The city tiles represent the actual city of Carcassonne, and are used to start the game. The count starts in the upper right corner, as shown here.
The game begins by building off of this city (which does not count for scoring during the farmer scoring phase), or you can start the river expansion off of the city, if you like.
The City is split into 4 quarters, which are (starting from the upper right and going clockwise) The Castle, The Market, The Blacksmith and The Church.
If a player places a tile that gets another player points, but does not get the placing player points, the placing player may optionally place one of his meeples in one of the four quarters of the city (the player is still allowed to place a meeple on the just-played tile, as per usual). If a meeple is placed in the city, the placing player may optionally move the Count to one of the four quarters as well.
During play, whenver something is scored, a player with men in the city may move them to the feature being scored before the scoring starts:
- Meeples may be moved from the Castle quarter to a city that has just been completed.
- Meeples may be moved from the Blacksmith quarter to a road that has just been finished.
- Meeples may be moved from the Church quarter to a cloister that has just been finished.
- Meeples may be moved from the Market quarter to a farm (only at the end of the game, prior to any farm scoring).
The player may move any number of his meeples from the city to the scoring location. After this move, the scoring feature is scored as usual. This allows a player to share in or steal the points from something.
Obviously this is a powerful way to "bank" meeples to get points. To keep that in check, no meeples may be moved from the quarter of the city that the count is in. Thus, if a player has a meeple in the Castle quarter, but the Count is also in the Castle quarter, that meeple may not be moved.
Playing with this expansion adds some extra tactical and strategic elements to the game, along with rewarding people for helping other players score points.
